Buying a used car in Sweden and bringing it to Croatia

This guide is for a private individual resident in Croatia who buys a previously registered used M1 passenger car in Sweden for their own use and brings it into Croatia.

This guide is for a private individual resident in Croatia who buys a previously registered used M1 passenger car in Sweden for their own use and brings it into Croatia.

Before paying, check the seller, vehicle-related debts, VIN, documents and actual condition, then choose how to transport the car. Because the car comes from a Member State of the European Union, this is bringing a vehicle into Croatia from another EU Member State, not importing it from a third country. In Croatia, conformity assessment, value added tax (VAT) for a new means of transport, special tax on motor vehicles (PPMV), the end-of-life vehicle management fee, roadworthiness testing, insurance and registration are separate procedures. 1 2

What to check before paying

Conformity assessment is not a pre-purchase inspection. Inspect the condition, modifications and possible repairs; compare the physical VIN with the documents, and ask an authorised representative of the manufacturer whether the model can be registered in Croatia. Establish whether the seller is a dealer or a private individual and check their authority to dispose of the vehicle. 2 3 4

What to check before paying
DecisionEvidence before paymentConsequence
Is the seller authorised to sell the vehicle? The seller's identity, an invoice or agreement, and both parts of the latest original registration certificateDo not pay until the identity, authority, VIN and document version are consistent 4, 5
Are there any debts linked to the vehicle? The seller and buyer check Fordonets skulder together immediately before payment, allowing for possible registry delaysDebt may lead to a prohibition on use, seizure of the plates or enforcement against the vehicle even though a former owner remains personally liable 6
Do the car's identity and condition match the offer? The physical VIN, documents, an inspection of the condition, modifications and repairs, a model check and the certificate of conformity (CoC), if availableA later conformity assessment is neither a seller's warranty nor a substitute for a pre-purchase inspection 2, 3
Is the vehicle also used for VAT purposes?Date of first use, mileage, seller status and VAT on the invoiceIf it is no more than six months old or its mileage is no more than 6,000 km, the NPS branch applies 7, 8

Swedish documents, deregistration and proof of permanent export

The Swedish registration certificate has two parts. Ask for the latest issue because a duplicate invalidates the previous one. 5 For temporary export registration, the seller applies for deregistration for export and the buyer, who is permanently resident outside Sweden, applies for temporary registration. The decision, certificate and plates are sent to the buyer at an address in Sweden. 9

Without temporary registration, deregistration requires the notification, plates and proof of permanent export. Neither an invoice nor a sale and purchase agreement is sufficient on its own; proof may be confirmation of registration in the destination country, confirmation from a competent authority, a customs document or confirmation from the vehicle carrier. Until deregistration is complete, the seller remains registered and responsible for Swedish tax and insurance unless the vehicle has been taken off the road. 10

How to bring the car to Croatia

Driving the car yourself and transporting it on a vehicle carrier are alternatives. Swedish plates and an insurance policy do not by themselves prove recognition or cover for the driver, dates, ferry and every country on the route. 9 11

How to bring the car to Croatia
OptionRequirementsLimitations
Driving the car yourselfTemporary registration, plates and Swedish temporary motor insurance or, for export within the European Economic Area (EEA), a certificate from the destination country that is valid for 30 daysRegistration is valid for one month, cannot be extended and ends on a change of ownership, and it may end upon foreign registration. The application is refused if the vehicle is subject to a prohibition on use because of non-payment, if its latest passed inspection is more than 12 months old, or if it is subject to a driving prohibition order or an inspection order. The cover for 30 days may expire before the one-month registration; confirm every date, country and ferry. 9, 11
Transporting the vehicle on a car transporter or trailerAn agreement with and confirmation from the vehicle carrier as possible proof of permanent exportThe price, dates, cargo insurance, ferry or road corridor must be confirmed for the specific shipment 10, 12

Croatian taxes and procedures before registration

Check whether the vehicle is also used for VAT purposes

For VAT purposes, a vehicle is used only if both conditions are met: more than six months have passed since its first use and it has travelled more than 6,000 km. A new means of transport (NPS) meets at least one condition: it is no more than six months old or its mileage is no more than 6,000 km. 7 13

A private buyer resident in Croatia must report the acquisition of an NPS, pay Croatian VAT no later than ten days from the acquisition evidenced by an invoice or agreement, and retain the evidence for registration. This is not the PPMV deadline. When both thresholds for a used vehicle have been exceeded, additional Croatian VAT is generally not payable, but check whether the seller is a dealer or a private individual and whether the invoice is subject to the standard or margin VAT scheme. 7 8

Complete the conformity assessment first

Complete the conformity assessment of the individual vehicle before PPMV, the roadworthiness test and first registration. Present the vehicle, its foreign registration document and the applicable CoC, manufacturer's confirmation or technical specification. Identity, originality, type-approval markings, parts and parameters are checked; additional evidence, examinations or modifications may be required, and the vehicle may be refused. 2 3

Filing and paying PPMV have different deadlines

As a rule, submit the PP-MV declaration with the invoice or agreement, foreign registration document and evidence of conformity no later than 15 days after entry into Croatia. Service or receipt of a notice or decision from the Croatian Customs Administration starts a separate payment period of 15 days. First registration cannot be completed until the procedure is complete and proof of payment is available. 14 15

The remaining PPMV is derived from the tax for a new vehicle and the applicable reduction. The calculator basis is not the Swedish purchase or market price, or the price on the Swedish invoice, but the Croatian retail price of the same vehicle when new on its first-registration date, including customs duty, VAT and factory-fitted equipment but excluding PPMV. The amount depends on CO2, fuel, date, equipment and assessment method. Table-based depreciation disregards physical condition; a market valuation may include Croatian market data, an inspection, a record, an objection and an expert assessment at the buyer's expense. The calculator is indicative. 14 16

Pure-electric vehicles, vehicles with CO2 emissions of 0 g/km and vehicles at least 30 years old that are formally classified as oldtimers are not subject to PPMV. A vehicle of the same age without that status has a flat-rate PPMV of EUR 265.45. This does not remove other obligations. 17

Complete the fee, insurance, inspection and registration steps

For an M1 vehicle subject to the end-of-life vehicle management fee, the person bringing it into Croatia files an application through the Register of Producers with Extended Responsibility (RPPO) and obtains confirmation of payment before registration. From the official mass of a non-electric vehicle, 75 kg is deducted for the driver and 40 kg for fuel; for a pure-electric vehicle, 75 kg is deducted. The remainder is multiplied by EUR 0.08/kg. 14 18 19

A Swedish roadworthiness report may be recognised if it was issued by an authorised body or station, shows a pass and remains valid under Croatian time limits. A roadworthiness testing station (STP) may verify its authenticity, issuer and validity. The Croatian roadworthiness test for a used vehicle precedes the document and payment checks at the STP. Registration plates are issued after entry in the register and the issue or validation of the registration certificate. 4 20

Arrange compulsory motor third-party liability insurance before using and registering the vehicle. Annual road motor vehicle tax depends on kW and age; a passenger car more than ten years old is not subject to this tax, but other applicable costs remain payable. 21 22

Frequently asked questions

Which documents should I obtain from the seller in Sweden?

Ask for an invoice or agreement, both parts of the latest original Swedish registration certificate, and evidence of the seller's identity and authority. Compare the VIN on the vehicle with the documents; a duplicate invalidates the earlier issue. 4, 5

Is it enough for the seller to say that the vehicle has no debts?

No. Check Fordonets skulder together immediately before payment and allow for possible delays in the data. A former owner's personal liability does not rule out a prohibition on use, seizure of the plates or an enforcement risk associated with the vehicle. 6

Can I drive to Croatia with Swedish temporary registration?

Only after obtaining case-specific confirmation. The registration lasts one month and cannot be extended, while the insurance certificate may last 30 days. Check recognition of the plates and cover for the driver, dates, countries and ferry; otherwise arrange a vehicle carrier. 9, 11

Does a sale and purchase agreement prove that Swedish deregistration is complete?

No. An agreement, invoice or proof of payment does not by itself prove the vehicle's permanent export. Acceptable evidence is required, such as confirmation of registration in the destination country or confirmation from a competent authority or vehicle carrier. Until deregistration is complete, do not regard the seller's tax and insurance obligations as ended. 10

When does a used car nevertheless enter the Croatian NPS procedure?

If no more than six months have passed since its first use or the vehicle has travelled no more than 6,000 km. The private buyer must then report the acquisition and pay Croatian VAT no later than ten days from the acquisition. For used status, both thresholds must have been exceeded. 7, 13

Does a valid Swedish roadworthiness test replace the Croatian test?

Not automatically. The report may be recognised if it was issued by an authorised body, confirms a pass and remains valid under Croatian intervals. If there is doubt about its authenticity, issuer or validity, the STP may verify them. 20

Official next step after completing the prerequisites

After completing the applicable tax, conformity, insurance and technical obligations and paying the applicable end-of-life vehicle management fee, check the official first-registration guidance published by Centar za vozila Hrvatske. The page does not guarantee acceptance or a universal price. 4, 20, 24
