How to buy a used car in Czechia and bring it to Croatia

You can bring a used car from Czechia to Croatia, but before signing or paying, check the seller's authority, whether the vehicle identification number (VIN) matches the original documents, the applicable tax branch and a safe means of transport.

You can bring a used car from Czechia to Croatia, but before signing or paying, check the seller's authority, whether the vehicle identification number (VIN) matches the original documents, the applicable tax branch and a safe means of transport. Because the vehicle comes from another Member State of the European Union, this is bringing a vehicle into Croatia from another EU Member State, not an import. 12

This guide is for a private individual resident in Croatia who is buying a previously registered used M1 car for personal use. Do not sign or pay without the required documents and confirmation that the vehicle with that VIN can be registered.

Before signing or paying, check the seller, VIN and documents

Establish whether the seller is a private individual or a dealer and whether they have authority to dispose of the vehicle. Compare the physical VIN, the invoice or sale and purchase agreement, and all original registration documents. Using the VIN, ask an authorised representative of the manufacturer whether the model can be registered in Croatia. For the procedure at the competent Czech authority (ORP), the registration certificate is required; request the older large technical document only if it was issued. 23456

Kontrola tachometru provides a chronology of readings from roadworthiness and emissions inspections, not proof of the true total mileage; any period without a record remains unverified. Evidenční kontrola compares the vehicle's identity with its documents, but does not prove ownership free of third-party rights or its mechanical condition. Therefore, inspect the condition, modifications and repairs separately; the later conformity assessment is not a seller's warranty either. 7824

DecisionEvidence before decidingConsequence
Is the seller authorisedIdentity, seller status, ownership or power of attorneyDo not sign or pay without clear authority 5, 6
Do the VIN and documents matchPhysical VIN, invoice or agreement, original registration documentsAny discrepancy stops the purchase 2, 4, 6
Can the vehicle with this VIN be registeredReply from the manufacturer's representative and the certificate of conformity (CoC) or other evidenceAdditional evidence, testing or modification may be required 2, 3
Is the vehicle used for value added tax (VAT) purposesDate of first use and reliable mileageA new means of transport (NPS) triggers separate reporting, payment and evidence 9, 10, 11
Is the condition acceptableInspection of the condition, modifications and repairsConformity assessment and evidenční kontrola do not replace a pre-purchase inspection 2, 4, 8

Check the VAT definition of a used vehicle

For value added tax (VAT), a vehicle is used only if more than six months have elapsed since its first use and it has travelled more than 6,000 km. An age of no more than six months or mileage of no more than 6,000 km means that it is a new means of transport (NPS). The private buyer must then report the acquisition, pay Croatian VAT no later than 10 days from the acquisition evidenced by the invoice or agreement, and retain the evidence for registration. 1291011

When both conditions for a used vehicle are met, additional Croatian VAT on the acquisition is generally not payable, but check the seller, invoice, and the standard or margin VAT scheme. The special tax on motor vehicles (PPMV) and other obligations remain separate. 1011

Do not confuse export administration with transport

The application to the ORP for export plates must be made by the registered owner or a person holding their written power of attorney, with proof of identity, the registration certificate, the technical document if issued, and all existing registration plates; a valid evidenční kontrola is also checked. Confirm the current application file requirements, the plates' validity period, processing and the fee for your case. 6

Registration in another Member State followed by notification from its authority to Czechia within two months is a separate procedure; it is neither an export plate nor permission to drive. To drive the car yourself, confirm recognition of the plates and insurance for the driver, the dates and every country on the route from Czechia to Croatia; otherwise, use a vehicle transporter or trailer. 6135

Do not confuse export administration with transport
MethodWhat you must confirmLimitation
Vehicle transporter or trailerThe quote, timing and handover arrangementsIt is transported as cargo; the price and availability are unknown 5
Driving it yourself with export or temporary platesThe ORP application file, insurance, driver, dates and routeIssuance does not prove recognition or cover for the entire route 6, 13, 5

Complete conformity assessment first in Croatia

Complete the conformity assessment before PPMV, the roadworthiness test and first registration. Present the vehicle and submit its foreign registration document together with the certificate of conformity (CoC), manufacturer's confirmation or technical specification, as applicable. The checks cover identity, originality, type-approval markings, fitted parts, measurable characteristics and compliance; additional evidence, tests or modifications may be required, and the vehicle may be refused. 23

The base fees are EUR 66.36 excluding VAT for M1 identification and determination of vehicle status and, only when a manufacturer's confirmation or technical specification must be issued, EUR 42.47 excluding VAT. The first fee excludes any examination that may be required, and neither amount is the total cost of conformity assessment; these amounts were checked on 14 September 2026 against the consolidated text of the regulation incorporating editions of Narodne novine (NN) up to and including No 150/2022. 14

Keep PPMV, end-of-life vehicles and registration separate

Submit the PP-MV declaration no later than 15 days after the vehicle enters Croatia, together with the purchase document, foreign registration document and evidence of conformity. Service of a notice or decision from the Customs Administration starts a separate payment period of 15 days; proof of payment is required for first registration. 121516

PPMV for a used M1 vehicle is based on the tax for the vehicle when new and depreciation. Do not use the Czech purchase price, market price or invoice price: the relevant value is the Croatian retail price of the same vehicle when new on the date of first registration, including customs duty, VAT and factory-fitted equipment but excluding PPMV. The table method disregards physical condition; the market method may include Croatian market evidence, an inspection, a record, an objection and an expert assessment at the buyer's expense. CO2, fuel, the date, equipment and the method therefore leave the amount unknown until it is calculated or determined. The Customs Administration cites NN 156/2022 as the calculation regulation. 121718

Pure-electric vehicles, vehicles with 0 g/km CO2 emissions and formally classified oldtimers produced 30 or more years ago are not subject to PPMV. A vehicle produced 30 or more years ago without that status is subject to a flat PPMV amount of EUR 265.45. This does not remove VAT/NPS, conformity assessment, the end-of-life vehicle management fee, annual road motor tax, insurance, the roadworthiness test or registration. 121719

If the M1 vehicle is subject to the end-of-life vehicle management fee, make the filing through the Register of Producers with Extended Responsibility (RPPO). Deduct 75 kg for the driver from the official mass and, if the vehicle is not pure-electric, 40 kg for fuel; multiply the remainder by EUR 0.08/kg. Proof of payment is required before registration. 12162021

Arrange compulsory motor third-party liability insurance before use and registration. Croatian road motor tax on registration or renewal depends on kW and age; passenger cars older than 10 years are outside that branch. The other obligations remain. 2223

A foreign roadworthiness report may be recognised only if it was issued by an authorised station or authority, shows that the vehicle passed and remains valid under Croatian time limits. A roadworthiness testing station (STP) may verify its authenticity, issuer and validity. For a used vehicle, the inspection precedes the check of documents and payments; after entry in the register and the issue or validation of the registration certificate, the registration plates are issued. 42425

No reliable grand total can be calculated

The known amounts are not the final price. Determine everything else for the specific vehicle or by obtaining a quote; there is no basis for a total amount.

Frequently asked questions

Which documents must I see before paying?

Check the seller's authority, the invoice or agreement, the VIN and all original registration documents. The ORP requires the registration certificate; request the older large technical document only if it was issued. 2, 4, 5, 6

Does Kontrola tachometru prove the true mileage?

No. It displays readings from roadworthiness and emissions inspections, but does not confirm the true total mileage. It is a chronology of recorded readings; any period without data remains unverified. 7

Can I simply drive away from Czechia with export plates?

Only after obtaining confirmation. Issuance does not prove recognition of the plates or insurance for the driver, dates and route. Without that, use a vehicle carrier. 6, 13, 5

When is a car considered used for VAT purposes?

When more than six months have elapsed since first use and the vehicle has travelled more than 6,000 km. If either threshold is at the boundary or lower, it is an NPS; reporting and payment are due within 10 days of acquisition. 12, 9, 10, 11

Does a Czech report replace the Croatian roadworthiness test?

Not automatically. It may be accepted if it was issued by an authorised body, shows that the vehicle passed and remains valid under Croatian time limits. The STP may verify its authenticity, issuer and validity. 24

Can I calculate PPMV from the Czech purchase price?

No. The relevant value is the Croatian price of the same vehicle when new on the date of first registration, together with the prescribed factors and depreciation. Special branches for 0 g/km, pure-electric vehicles and vehicles produced 30 or more years ago do not remove the other obligations. 12, 17, 19, 18

Official next step

If you have completed the applicable tax, conformity, RPPO, insurance and technical prerequisites, consult the official guidance from the Croatian Vehicle Centre (CVH) on first registration. There is no universal cost or guarantee of acceptance. 4, 24, 25
