How to buy a used car in Belgium and bring it to Croatia

Before paying, check the seller, vehicle identification number (VIN), Car-Pass and original documents, and confirm the transport arrangements.

Before paying, check the seller, vehicle identification number (VIN), Car-Pass and original documents, and confirm the transport arrangements. In Croatia, deal separately with value added tax (VAT), special tax on motor vehicles (PPMV), conformity, fees, insurance, roadworthiness testing and registration.

This guide applies to a private buyer resident in Croatia who is buying a previously registered used M1 passenger car for personal use. As the car comes from Belgium, a Member State of the European Union, this is bringing a vehicle into Croatia from another EU Member State. 1 2

Check the seller, Car-Pass and VIN before paying

In an ordinary sale of a vehicle registered in Belgium, the seller must give the private buyer resident in Croatia a Car-Pass that is no more than two months old when the agreement is concluded. The check dated 10 September 2026 relies on an index extract from the Belgian authority FPS Economy and the Car-Pass issuer's frequently asked questions; a user-verification check prevented the direct page from being read in full. The branch differs for a professional buyer or a vehicle that is not registered in Belgium at that time. 6 7

Check the QR code or identification number, then compare the online display with the paper document, VIN and mileage. An authentic Car-Pass is not proof of ownership, a complete accident and service history, roadworthiness or current condition. Compare it with invoices and inspection records, and physically inspect any damage, modifications, parts and possible repairs; anything unavailable remains unchecked. 7 8 3

Collect a signed invoice or sale and purchase agreement and both parts of the latest original Belgian registration certificate where the two-part format applies. The registration certificate is not proof of ownership, so reconcile the seller's identity and authority, the evidence of transfer and the VIN on the car and documents. Resolve missing originals through the competent Belgian channel. Using the VIN, ask an authorised representative of the manufacturer in advance whether the model can be registered in Croatia. 9 3 2 10 11

Documentary and physical checks differ from the subsequent conformity assessment, which checks identity, originality, markings, parts and parameters, but is neither a guarantee nor a condition inspection. 2 11

Choose self-driving or transport the vehicle as cargo

A resident of Croatia who bought the vehicle for export may apply for a non-resident X plate from the Belgian vehicle registration service in Brussels. Depending on the case, the registration file includes original evidence of identity and residence, a temporary Belgian contact address, an invoice or agreement, the registration certificate, a green card and the applicable inspection evidence. Not every insurer offers temporary cover. Confirm the appointment, processing time, final documents and channel with that service; the plate's validity period is not the processing time. 9

An ordinary X plate is valid for 30 calendar days and is automatically deregistered when it expires. A vehicle under four years old whose fourth anniversary falls after the plate expires does not need an inspection for this application. A vehicle over four years old needs an inspection valid until the plate expires, or a new inspection if the old one has expired. Certain VAT exemptions may have a different duration. 9

An X plate and green card do not guarantee recognition of the registration or territorial cover for the driver, dates and every transit country. Obtain written confirmation for the entire journey to Croatia, or have the vehicle transported on a vehicle transporter or trailer. Deregistration of the transit registration, insurance and physical transport are separate actions. 9 12 13

Determine the VAT branch and every deadline

For VAT purposes, a vehicle is used only when both conditions are met: more than six months have elapsed since first use and it has travelled more than 6,000 km. A vehicle is a new means of transport (NPS) if at least one condition is met: it is no more than six months old or its mileage is no more than 6,000 km. 14 4 5

For an NPS, the private buyer must report the acquisition and pay Croatian VAT no later than ten days after the acquisition evidenced by an invoice or agreement, and retain the evidence for registration. When both used-vehicle criteria are met, additional Croatian VAT on the acquisition is generally not payable, but establish whether the seller is a dealer or a private individual and, accordingly, check the invoice or sale and purchase agreement and the standard or margin VAT scheme. The other Croatian obligations remain. 15 14 4 5

Complete conformity, PPMV and the other Croatian obligations

The conformity assessment of an individual vehicle precedes PPMV, the roadworthiness test and first registration. You need the vehicle, its foreign registration document and, as applicable, a certificate of conformity (CoC), manufacturer's confirmation or technical specification. Additional evidence, tests or modifications may be required, and the vehicle may be rejected. The fees are not the total cost. The text consolidated through Narodne novine (NN) 150/2022, checked on 14 September 2026, lists fees excluding VAT, additional examinations, tests, modifications and repairs. 2 10 16

As a rule, submit the PP-MV tax return no later than 15 days after bringing the vehicle into Croatia, with evidence of acquisition, the foreign registration document and evidence of conformity. Service or receipt of a notice or decision from the Croatian Customs Administration starts a new payment period of 15 days. The NPS deadline, PPMV filing and PPMV payment are separate events; registration must wait until the procedure is complete and proof of payment is available. 15 17 18

The remaining PPMV for a used M1 vehicle is based on the tax for a new vehicle and depreciation. Belgian used-car prices (purchase, market or invoice price) are not the basis; the basis is the Croatian retail price of the same vehicle as new at the time of first registration, including equipment, customs duty and VAT, but excluding PPMV. The Croatian Customs Administration cites NN 156/2022. 15 19 20

Table-based depreciation disregards physical condition. A market valuation may include Croatian market data, an inspection, a record, an objection and an expert assessment at the buyer's expense. The amount therefore depends on CO2, fuel, first registration, the Croatian new-vehicle price, equipment and the method. 15 20

Pure-electric vehicles, vehicles with CO2 emissions of 0 g/km and vehicles at least 30 years old that are formally classified as oldtimers are not subject to PPMV. A vehicle of the same age without that classification has PPMV of EUR 265.45. This does not remove VAT/NPS, conformity, the end-of-life vehicle management fee, insurance, annual tax, the roadworthiness test or registration. 15 19 21

For an M1 vehicle subject to the end-of-life vehicle management fee, submit the data to the Register of Producers with Extended Responsibility (RPPO) and obtain proof of payment before registration. From the official mass of a non-electric vehicle, subtract 75 kg for the driver and 40 kg for fuel; from that of a pure-electric vehicle, subtract only 75 kg. Multiply the result by EUR 0.08/kg. The final amount depends on the official data. 15 18 22 23

The annual road motor vehicle tax payable on registration or renewal depends on kW and age; a passenger car more than ten years old does not pay this tax branch, but the other obligations remain. Arrange compulsory motor third-party liability insurance before use and registration. 24 25

Belgian evidence of roadworthiness is acceptable only if it was issued by an authorised body or station, confirms a pass and remains valid under Croatian intervals. A roadworthiness testing station (STP) may verify its authenticity, issuer and validity. For a used vehicle, the required test precedes the document and payment checks; after the vehicle is entered in the register and the registration certificate is issued or validated, the registration plates are issued. 11 26 27

Frequently asked questions

Which documents should I request before paying?

Request the Car-Pass, an invoice or agreement and the applicable two original parts of the registration certificate. Match the VIN and the seller's authority; the certificate is not proof of ownership. 6, 7, 9, 3

What does an authentic Car-Pass confirm?

Check the Car-Pass using its QR code or identification number, then confirm that the online display matches the paper document, VIN and mileage. An authentic Car-Pass does not confirm ownership, complete history, roadworthiness or condition. Inspect the car and the records. 7, 8, 3

May I drive with an X plate?

You may drive the vehicle yourself only if you meet the conditions for an X plate and obtain written confirmation of recognition of the plate and insurance cover for the named driver, dates and every transit country. An ordinary X plate is valid for 30 calendar days and is automatically deregistered when it expires; certain VAT exemptions may have a different duration. 9, 12, 13

Is a registered car always used for VAT purposes?

No. More than six months must have elapsed since first use and the vehicle must have travelled more than 6,000 km. If it is an NPS, report the acquisition and pay Croatian VAT no later than ten days after the acquisition. 15, 14, 4, 5

Do the filing and payment of PPMV have the same deadline?

No. As a rule, PP-MV is filed no later than 15 days after bringing the vehicle into Croatia, and a new payment period of 15 days runs from receipt of the Croatian Customs Administration's official document. The NPS deadline is separate. 15, 17, 18

Can I know the total cost and skip the roadworthiness test?

There is no universal amount. Belgian evidence of roadworthiness is recognised conditionally, and an STP may check the issuer, authenticity and validity; a Croatian roadworthiness test is not ruled out. 15, 20, 11, 26, 25

Official next step

Once you have completed the applicable tax, conformity, environmental, insurance and technical obligations, check the Croatian Vehicle Centre's guidance on first registration; it does not guarantee acceptance or price. 11, 26, 27
