Buying a used car in Romania and bringing it to Croatia

If you are a private buyer resident in Croatia buying a previously registered used M1 passenger car in Romania for your own use, match the VIN on the vehicle against the original documents and check the seller, the vehicle's condition and whether it can be registered before paying.

If you are a private buyer resident in Croatia buying a previously registered used M1 passenger car in Romania for your own use, match the VIN on the vehicle against the original documents and check the seller, the vehicle's condition and whether it can be registered before paying. Then arrange lawful transport and deal separately with the Croatian tax and registration steps. As the vehicle comes from a European Union Member State, this is bringing a vehicle into Croatia from another EU Member State, not importing it. 1

Choose a safe course before paying

Check whether the seller is a dealer or a private individual: this affects the evidence of acquisition and value added tax (VAT), while the vehicle's age and mileage affect its possible status as a new means of transport (NPS), and its technical documents affect conformity. Once you know the VIN, ask an authorised representative of the manufacturer whether the model can be registered in Croatia. 2 3 4 5

Check the documents, history and actual condition

The VIN and seller must match the signed invoice or agreement, the original Romanian vehicle identity card (CIV) and the applicable original registration document. Romanian law generally requires the seller's local tax clearance or an approved form-based exception, as well as a buyer-side check. Because the official extract does not resolve the position of a Croatia-resident buyer without Romanian domicile, registered office or place of work, confirm acceptable evidence with the competent local tax authority before signing. 6 12 7 13

The seller or buyer can request a RAR Auto-Pass by VIN through the official RAR channel. A certificate containing data is valid for 60 days; compare its odometer, workshop or serious-accident, periodic roadworthiness test (ITP) and recall records against the vehicle and original documents. It covers only RAR's Romanian databases. A negative certificate means that the VIN has no record, not that it has no adverse history, and it does not prove ownership, mileage before Romania or the vehicle's current mechanical condition. 8

Inspect the condition, modifications and repairs separately. The Croatian conformity assessment later checks identity, originality, markings, parts and measurable characteristics; it is neither a warranty nor a substitute for a pre-purchase inspection. 2 4

Car transporter or towing vehicleVehicle carrier quotation or an insured, registered towing vehicleConfirm the price, timeframe and insurance 5, 13
Ordinary red platesDo not use them for the journey to CroatiaThe provisional authorisation is valid only in Romania 12

A non-resident owner may request temporary export registration from any competent Romanian service. The statutory maximum is 30 days, but the office confirms the file and the validity actually issued; the original proof of ownership, proof of identity, the CIV and valid insurance are required. Check recognition of the plates and insurance cover in every country on the route. 6 5

Ordinary red plates, although they may run for a cumulative maximum of 90 days with Romanian compulsory motor third-party liability insurance (RCA) in the owner's name, are valid only in Romania. The registered owner must request deregistration within 30 days after the vehicle leaves; they normally surrender the registration certificate and plates and provide evidence of the reason. If self-driving has not been confirmed for the entire route, choose an insured, registered towing vehicle or a specialist vehicle carrier. 6 12 13

Keep VAT, conformity and taxes separate

For VAT purposes, a vehicle is used only if both conditions are met: it was first used more than six months ago and has travelled more than 6,000 km. A private buyer then generally pays no additional Croatian VAT, but must check the seller, invoice and whether the ordinary or margin scheme applies. If the vehicle is no more than six months old or has travelled no more than 6,000 km, it is an NPS: report the acquisition and pay VAT within ten days of the acquisition evidenced by the invoice or agreement, and retain proof for registration. This deadline is separate from the special tax on motor vehicles (PPMV). 14 9 10 11

Before PPMV, the roadworthiness test and registration, complete the conformity assessment with the vehicle, foreign registration document and the applicable certificate of conformity (CoC), manufacturer's confirmation or technical specification. Non-conformity may require additional evidence, tests or modifications, or may result in refusal. 2 3 The base fee for an M1 vehicle is EUR 66.36, while the issue of a manufacturer's confirmation or technical specification, if required, costs EUR 42.47. Both exclude VAT and were checked on 14 September 2026 in the consolidated text through NN 150/2022; the first excludes possible testing, and neither is a total price. 15

File the PP-MV declaration within 15 days after bringing the vehicle into Croatia, together with evidence of acquisition, the foreign registration document and evidence of conformity. Receipt of the Customs Administration's notice or decision starts a separate payment period of 15 days; first registration cannot be completed without the completed procedure and proof of payment. 14 16 17

The remaining PPMV is derived from the tax for a new vehicle and depreciation. The basis is the Croatian retail price of the same vehicle when new on its first-registration date, including customs duty, VAT and factory-fitted equipment but excluding PPMV — not the Romanian purchase price, market price or invoice price. The Customs Administration cites NN 156/2022. The table-based method does not take physical condition into account; the market-assessment method may involve the Croatian market, an inspection, a record, an objection and an expert assessment at the buyer's expense. The amount therefore depends on CO2, fuel, first registration, price, equipment and method. 14 18 19

Pure-electric vehicles, vehicles with CO2 emissions of 0 g/km, and vehicles at least 30 years old that are formally classified as oldtimers are not subject to PPMV. A vehicle of the same age without that status is subject to a flat-rate PPMV of EUR 265.45. This applies only to PPMV, not to VAT/NPS, conformity, the end-of-life vehicle management fee, insurance, road motor tax, an inspection or registration. 14 18 20

Complete the other obligations and registration

For the applicable end-of-life vehicle management fee, file through the Register of Producers with Extended Responsibility (RPPO). Deduct 75 kg for the driver and 40 kg for fuel from the official mass of a non-electric vehicle, or only 75 kg for a pure-electric vehicle; multiply the remainder by EUR 0.08/kg. Obtain confirmation of payment before registration. 14 17 21 22

The annual road motor tax payable upon registration or renewal depends on kW and age; a passenger car more than ten years old is not taxed under this branch, but the other obligations remain. Arrange compulsory motor third-party liability insurance before use and registration. 23 24

A Romanian roadworthiness report is valid only if it comes from an authorised issuer and records a passed test that remains valid under Croatian inspection intervals. A roadworthiness testing station (STP) may verify its authenticity, issuer and validity, so recognition is not automatic. The Croatian inspection of a used vehicle precedes the check of documents and payments; plates are issued after entry in the register and the issue or validation of the registration certificate. 4 25 23 26

Frequently asked questions

Which documents do I need from the seller?

Collect an invoice or agreement showing the VIN, the original CIV and the registration document; check the seller. The competent authority must confirm both parties' tax evidence because the procedure is not clear for a Croatia-resident buyer without Romanian domicile, registered office or place of work. 6, 12, 7, 13

Does the RAR Auto-Pass prove mileage and condition?

No. It contains only RAR records: a negative certificate means that the VIN has no record; it does not prove history, ownership, mileage or condition. 8

Can I bring the car to Croatia on ordinary Romanian red plates?

No. The provisional authorisation is valid only in Romania, for a cumulative maximum of 90 days with the owner's RCA. A non-resident owner may request export registration for up to 30 days; the office confirms its validity, while each country on the route determines whether it recognises the plates and insurance. 6, 12, 13, 5

When does a private buyer pay Croatian VAT on a vehicle from Romania?

For VAT purposes, it is used only if it is more than six months old and has travelled more than 6,000 km; in that case, additional Croatian VAT is generally not due. No more than six months or no more than 6,000 km means it is an NPS: report it and pay VAT within ten days. 14, 9, 10, 11

When must PPMV be declared and paid?

File the PP-MV declaration within 15 days after bringing the vehicle into Croatia, with evidence of acquisition, the foreign registration document and evidence of conformity. The Customs Administration's notice or decision starts a separate payment period of 15 days. The amount depends on the vehicle, not its Romanian price. 14, 18, 16, 19, 17

In what order should I complete the procedures and roadworthiness test?

The sequence is conformity assessment, NPS if applicable, PPMV, RPPO, insurance, roadworthiness and registration. The Romanian report must come from an authorised issuer and record a passed, valid test. The STP may verify it; recognition is not automatic. 14, 2, 4, 25, 23, 21, 26

Official next step

After completing the applicable tax, conformity, RPPO, insurance and roadworthiness steps, check the official guidance from the Croatian Vehicle Centre on first registration. The guidance does not guarantee acceptance or a price. 4, 25, 26
