Buying a used car in Poland and bringing it to Croatia

You can bring a car from Poland to Croatia, but the crucial decision comes before payment: confirm the seller, VIN, original documents, tax treatment and transport arrangements that are valid for the entire journey.

You can bring a car from Poland to Croatia, but the crucial decision comes before payment: confirm the seller, VIN, original documents, tax treatment and transport arrangements that are valid for the entire journey. Movement of a vehicle between these European Union Member States is classed as bringing a vehicle into Croatia from another EU Member State, not as an import from a third country. 1 This guide is for a private buyer resident in Croatia who buys a previously registered used M1 passenger car in Poland for personal use.

Check the seller, vehicle and documents before paying

Establish whether the seller is a private individual or a dealer. Obtain a signed sale and purchase agreement or invoice, the original Polish registration document and an unbroken documentary trail to the person authorised to sell the vehicle. Match the seller's identity, registration mark and VIN to the physical vehicle. Resolve any discrepancy, theft or deregistration status, and absence of originals before paying; a registration record does not replace evidence of the sale. 23

The free official Historia Pojazdu check requires the registration number, VIN and date of first registration. Compare the recorded identity, inspections, number or type of owners and mileage with the car and its documents. The report shows only recorded data: odometer readings from inspections begin in 2014, foreign risks appear only when they are available from an external system, and the PDF is informational. A blank field or the absence of a warning does not prove ownership, a complete history or the vehicle's current condition. 2

Separately inspect the vehicle's actual condition, modifications and possible repairs. Once you know the VIN, ask an authorised representative of the manufacturer whether the model can be registered in Croatia. The later conformity assessment checks identity, originality, type-approval markings, fitted parts and measurable characteristics; it is neither a seller warranty nor a substitute for an inspection of the vehicle's mechanical condition. 456

Keep Polish PCC separate from Croatian VAT

Residence in Croatia does not in itself exclude Polish tax on civil-law transactions (PCC) when the car is in Poland. In an ordinary taxable private sale, the buyer is liable, the tax base is the market value, the rate is 2%, and the declaration and payment are generally due within 14 days of the tax liability arising. Check the place and form of the sale, the seller, VAT treatment, exclusions and exemptions, including where the tax base does not exceed PLN 1,000. Do not automatically apply PCC to a dealer's invoice. 89

For value added tax (VAT) purposes, a vehicle is used only if more than six months have passed since its first use and it has travelled more than 6,000 km. If it is no more than six months old or has travelled no more than 6,000 km, it is a new means of transport (NPS). The private buyer must then report the acquisition and pay Croatian VAT no later than ten days after the acquisition evidenced by the invoice or agreement, and retain the evidence for registration. This is not the deadline for the special tax on motor vehicles (PPMV). 131011

When both used-vehicle thresholds have been exceeded, a private buyer generally does not pay additional Croatian VAT on the acquisition. Nevertheless, check the seller, the invoice and whether the standard or margin VAT scheme applies. PPMV and the other Croatian obligations remain separate. 711

Confirm the plates and insurance before departure

An application for temporary registration for export must also include a declaration that the vehicle will leave Poland. The registration lasts no more than 30 days; a one-off additional 14 days is only for clarifying registration matters, not for travel. Check the competent office and the complete file requirements for the actual place of purchase or collection. 3

Polish plates alone do not prove recognition or territorial insurance cover for the named driver, the dates and every country through to Croatia, because temporary-registration rules are not harmonised across the EU. Obtain confirmation for the entire selected journey or carry the vehicle on a vehicle transporter or trailer as cargo. 31412 Compulsory motor third-party liability insurance must be arranged before use and registration; all amounts remain subject to quotation. 15

Complete conformity assessment, then PPMV

Complete the conformity assessment before PPMV, the roadworthiness inspection and first registration in Croatia. Bring the car, the original foreign registration document and, as applicable, the certificate of conformity (CoC), manufacturer's confirmation or technical specification. A non-compliant vehicle may require additional evidence, tests or modifications, or may be refused. 45

The base fee for M1 identification and determination of vehicle status is EUR 66.36, excluding VAT and possible examination costs. Issuing a required manufacturer's confirmation or technical specification costs EUR 42.47, excluding VAT. These are base amounts checked on 14 September 2026 against the consolidated text through NN 150/2022, not the total price of conformity assessment; additional tests, modifications and repairs are not included. 16

A private buyer's PP-MV declaration is generally due no later than 15 days after the vehicle enters Croatia, supported by the acquisition document, foreign registration document and evidence of conformity. Receipt of a notice or decision from the Customs Administration starts a separate period of 15 days for payment. First registration must wait until the assessment has been completed and proof of payment is available. 131718

The remaining PPMV for a used M1 vehicle is determined from the PPMV that would have applied when the vehicle was new, with the applicable reduction. The value basis is the Croatian retail price of the same vehicle as new on the date of first registration, including customs duty, VAT and factory-fitted equipment but excluding PPMV—not the Polish purchase price, market price or invoice price of the used vehicle. The current page refers to NN 156/2022. 131920

The table-based reduction method does not take the vehicle's physical condition into account. A market assessment may use Croatian market data, an inspection, a record, an objection and an expert assessment at the buyer's expense. CO2, fuel type, date of first registration, the Croatian price of the vehicle as new, equipment and the method make the amount vehicle-specific. 1320

A solely electrically powered vehicle, a vehicle with CO2 emissions of 0 g/km, or a vehicle manufactured at least 30 years ago and formally classified as an oldtimer is not subject to PPMV. A vehicle of that age without that status has a flat PPMV amount of EUR 265.45. These branches do not waive NPS/VAT, conformity assessment, the end-of-life vehicle management fee, insurance, road motor tax, inspection or registration. 1319

Complete the fee, inspection and first registration

For an M1 vehicle subject to the end-of-life vehicle management fee, the private person bringing it into Croatia submits data through the Register of Producers with Extended Responsibility (RPPO) and obtains proof of payment before registration. For a non-electric vehicle, subtract 75 kg for the driver and 40 kg for fuel from the official vehicle mass; for a fully electric vehicle, subtract only 75 kg. Multiply the chargeable mass by EUR 0.08/kg. The deductions are not the rate, and the amount depends on the official data. 132122

A foreign roadworthiness report is valid only if it was issued by an authorised body or station, the vehicle passed the inspection and the report remains valid under Croatian time limits. A Croatian roadworthiness testing station (STP) may verify its authenticity, issuer and validity, so recognition is not automatic. 23

For a used vehicle, the roadworthiness inspection precedes the check of documents and payments at the STP. Once conformity assessment and any applicable NPS VAT, PPMV, end-of-life vehicle management fee and insurance obligations have been completed, the process continues with verification, entry in the register and issue or validation of the registration certificate, followed by the registration plates. 61524 Annual road motor tax depends on power in kW and age; passenger cars older than ten years do not pay that tax, but the other charges remain. 25

A cost breakdown without an invented grand total

The items depend on the vehicle, sale or quotation; some are alternatives or conditional. There is therefore no defensible grand total.

Frequently asked questions

What must I receive before paying?

An agreement or invoice, the original registration document and an unbroken trail to the authorised seller. Match the identity, registration and VIN to the car; resolve any discrepancy or absence of originals first. 2, 3, 6

Does Historia Pojazdu prove that the vehicle is in good order?

No. The PDF is informational and the record depends on the available data. A blank field or the absence of a warning does not prove ownership, a complete history or the vehicle's current mechanical condition. 2

Can I drive on Polish temporary plates?

Only with confirmation covering the driver, the dates and the entire journey. The registration lasts no more than 30 days; the additional 14 days are only for clarifying registration matters. Without confirmed insurance, choose a vehicle carrier. 3, 14, 12

Do I always pay Polish PCC?

No. In an ordinary taxable private sale, the buyer generally pays 2% of the market value within 14 days, but first check the VAT-related exclusions and the exemptions, including the exemption for a tax base of up to PLN 1,000. 8, 9

When is a vehicle an NPS for VAT purposes?

If it is no more than six months old or has travelled no more than 6,000 km. You must then report the acquisition and pay Croatian VAT no later than ten days after the acquisition, and retain the evidence for registration. 13, 10, 7, 11

When do I file and pay PPMV?

You generally file PP-MV within 15 days after entry. Receipt of the relevant Customs Administration notice or decision starts a separate period of 15 days for payment. The amount is vehicle-specific, so there is no reliable total cost without the other quotations. 13, 17, 20, 15

Next official step

If you have completed the applicable tax obligations, conformity assessment, end-of-life vehicle management fee, insurance and technical prerequisites, check the official CVH steps for first registration. The page does not guarantee acceptance or a total price. 6, 23, 24
