How to buy a used car in Switzerland and import it into Croatia

Before paying, verify the seller, VIN, original documents and vehicle condition, and check whether the car can be registered in Croatia.

Before paying, verify the seller, VIN, original documents and vehicle condition, and check whether the car can be registered in Croatia. Then decide how the definitive Swiss export, transport and customs clearance will be handled. Switzerland is a third country: this is a vehicle import, not an acquisition from the European Union, and customs clearance precedes the special tax on motor vehicles (PPMV). 123

Resolve the key uncertainties before paying

Establish whether the seller is a dealer or a private individual. Cross-check the seller's identity and ensure the invoice or sale and purchase agreement, original Swiss registration document and VIN are consistent. Ask for any available service and inspection records and evidence that finance has been settled: the registration document alone does not prove authority to sell or the absence of an encumbrance. Unresolved authority, finance or a VIN discrepancy means you should stop the purchase. 34

Using the VIN, ask an authorised representative of the manufacturer whether the model can be registered in Croatia. Separately inspect its condition, modifications and repairs. The subsequent conformity assessment checks identity, originality, homologation marks, components and measurable characteristics; it is neither a warranty of condition nor a substitute for a pre-purchase inspection. 256

Can this VIN be registered in Croatia?Matching VIN and a response from an authorised representative about the conformity evidenceFirst establish which evidence, tests or modifications are required 2, 5, 6
Does the condition match the plan?Inspection of the condition, modifications, service records and repairsConformity does not replace an inspection or guarantee the condition 2, 6
Who will carry out the definitive export?Declarant, customs office competent for commercial goods, export declaration, identity document and registration documentThe contract and deregistration do not complete the export 3
Where will release for free circulation take place?A plan for the first EU border or documented transit to a Croatian destinationWithout a plan, the office, guarantee and discharge arrangements are unknown 7, 8

Keep export, plates and physical transport separate

For the definitive Swiss export, identify the declarant and a customs office competent for commercial goods. Present an identity document, export declaration, registration document and, if you are claiming a preference, proof of origin. A contract or cancelled registration does not in itself complete the export. 3

Export plates depend on the canton. The Zürich example requires originals, may require even a technically defective vehicle to be presented, includes collective insurance and is valid until the end of the month for no more than 35 days; it cannot be extended, reissued or transferred. Confirm the canton that is actually competent, the conditions, dates, insurer and territorial cover. Recognition of plates and insurance is not harmonised along the route; if you cannot confirm it, arrange a vehicle carrier or trailer. 49

MethodArrangeLimitation
Vehicle carrier or trailerA quotation, date, cargo insurance and customs planCover and price depend on the quotation 3, 9
Driving with export platesCantonal eligibility, plates, insurance and recognition along the routeZürich's maximum of 35 days is neither a general rule nor a guarantee of recognition 3, 4, 9
Transit to a Croatian destinationDeclarant, offices, guarantee, reference, deadline and dischargeCrossing the border does not complete transit or customs clearance 7, 8

Plan the customs route before collection

At the first European Union border, the vehicle may be released for free circulation or moved under a documented common or external transit procedure to a Croatian customs destination. Transit suspends import charges while the vehicle is moving, but ends only upon formal discharge. Retain the entry, guarantee, movement and discharge evidence. 78

Customs duty and import value added tax (VAT) apply unless an accepted preference or relief changes the assessment. Purchase in Switzerland, Swiss registration and a certificate of conformity (CoC) do not prove preferential origin. Obtain the proof from the exporter before export; the importing customs authority determines whether it is acceptable. 310

The import VAT base starts with the customs value and adds applicable charges and incidental costs not already included, including transport and insurance to the first destination and, when known, to a further destination in the European Union. The rate, value, relief and assessment depend on the file and the country of release for free circulation; if release takes place in Croatia, Croatian information must be checked. 118

The age-and-mileage test for a new means of transport (NPS), together with its deadline and registration evidence, belongs to the VAT branch for acquisition from a Member State. Those rules do not replace the customs declaration or import VAT on this route. 112

Croatian steps after customs clearance

Complete the conformity assessment before PPMV, the roadworthiness test and registration. Present the vehicle with its foreign registration document and, as applicable, its CoC, manufacturer's confirmation or technical specification. Additional evidence, tests or modifications may be required, and the vehicle may be refused. The published base fees are not the total price; they are shown in the budget. 2513

As a rule, the PP-MV declaration must be submitted within 15 days of the date of import, together with the acquisition document, foreign registration document, conformity evidence and customs declaration. Service or receipt of a notice or decision from the Customs Administration starts a separate payment period of 15 days. First registration cannot be completed until the procedure has been completed and proof of payment is available. 141516

For a used M1 vehicle, the remaining PPMV is based on the tax for a new vehicle and the applicable depreciation. The basis is the Croatian retail price of an equivalent new vehicle on its first-registration date, including customs duty, VAT and factory equipment but excluding PPMV; it is not the Swiss purchase price, market price or invoice price. The applicable calculation refers to NN 156/2022. The table-based method disregards condition, while the market-based method may include Croatian market evidence, an inspection, a report, an objection and an expert assessment at your expense. The amount therefore remains unknown. 141718

A pure-electric vehicle, a vehicle with CO2 emissions of 0 g/km, and a vehicle manufactured at least 30 years ago and formally classified as an oldtimer are not subject to PPMV. A vehicle of the same age without that status is subject to a flat-rate PPMV of EUR 265.45. These branches do not remove other charges and procedures. 141719

For the applicable end-of-life vehicle management fee, the private importer submits data through the Register of Producers with Extended Responsibility (RPPO) and obtains confirmation of payment before registration. From the mass of a non-electric vehicle, deduct 75 kg for the driver and 40 kg for fuel; from the mass of a pure-electric vehicle, deduct 75 kg. Multiply the result by EUR 0.08/kg. 14162021

Arrange compulsory motor third-party liability insurance before use and registration. The Croatian roadworthiness test for a used vehicle precedes the document and payment check at a roadworthiness testing station (STP); the conditional rule for a report from a Member State does not make a Swiss inspection automatically recognised. After entry in the register and the issue or validation of the registration certificate, Croatian plates are issued. The annual road motor tax depends on engine power in kW and age, and passenger cars older than 10 years are not subject to this annual tax; this does not remove other registration fees or charges. 622232425

Frequently asked questions

Which documents do I need to see before paying?

Cross-check the seller's identity, invoice or contract, original registration document and VIN. Ask for any available service and inspection records and evidence that finance has been settled. The registration document alone does not prove authority to sell or the absence of an encumbrance; unresolved discrepancies mean you should not pay. 3, 4, 6

Does a cancelled Swiss registration mean the export is complete?

No. Definitive export requires an active declaration at a customs office competent for commercial goods, a declarant and the required documents. A cancelled registration document or contract is not a substitute. 3

Can I bring the car to Croatia on Swiss export plates?

Only if the canton confirms eligibility and the plates and insurance are valid along the route. The Zürich example is valid until the end of the month for no more than 35 days; it cannot be extended, reissued or transferred and is neither a general rule nor a guarantee of recognition. Otherwise, use a vehicle carrier. 3, 4, 9

Do I have to clear the car through customs immediately at the first European Union border?

Not necessarily. Release for free circulation at the first border or transit to a Croatian destination is possible, with a declarant, offices, guarantee and discharge. Purchase, registration or a CoC does not prove preferential origin; customs assesses the exporter's evidence. 7, 8, 10

When do I declare and pay PPMV after import?

As a rule, submit the PP-MV declaration within 15 days of the date of import. Service or receipt of a notice or decision starts a separate payment period of 15 days. The amount depends on the Croatian price of an equivalent new vehicle, emissions, fuel, equipment, depreciation and method, not on the purchase price. 14, 15, 18, 16

Do the Swiss inspection and CoC replace the Croatian conformity assessment and roadworthiness test?

No. A CoC is possible evidence for conformity, not a registration certificate or a guarantee of acceptance. Identity, originality, components and measurable characteristics are checked, and additional tests or modifications may be required. The required Croatian roadworthiness test follows; the Swiss inspection does not automatically replace it. 2, 5, 6, 22

First registration

After customs clearance, conformity assessment and completion of all obligations applicable to the particular vehicle concerning PPMV, the end-of-life vehicle management fee, insurance and the roadworthiness test, check the official CVH conditions for first registration. The page does not guarantee acceptance or a total price. 6, 22, 25
