This guide is for a private individual resident in Croatia who is buying a previously registered used M1 passenger car in Slovakia for personal use. You can bring a used car from Slovakia to Croatia and register it there, but do not pay until you have checked the seller, VIN, original documents, history, condition and feasibility of registration in Croatia. Because the vehicle is coming from another Member State of the European Union, this is bringing a vehicle into Croatia from another EU Member State, not an import. Unlike this Slovak route, when importing a vehicle from Switzerland as a third country, you must complete customs clearance before PPMV. 1
Deregistration for export, special plates and physically transporting the vehicle are separate steps. 2 3 In Croatia, you deal separately with conformity, possible value added tax (VAT) for a new means of transport, special tax on motor vehicles (PPMV), the end-of-life vehicle management fee, insurance, technical condition and registration. Keep the documents and dates because the deadlines do not start from the same event. 4 5
Check the seller, documents and car before paying
Establish whether the seller is a dealer or a private individual. Ask for an invoice or sale and purchase agreement and the original Slovak registration documents, parts I and II. The physical VIN must match the documents; separately check the current registered owner or holder and the signatory's authority. A foreign buyer does not automatically become the authorised applicant for export simply by making the purchase. Once you know the VIN, ask an authorised representative of the manufacturer whether that model can be registered in Croatia and what conformity evidence is required. 2 6
Request and validate a current ODO-Pass or AUTO-Pass and compare it with the service history and odometer. The report covers only the available Slovak records; it does not prove the complete history, ownership or current mechanical condition. Inspect damage, modifications and potential repairs separately. The later conformity assessment checks identity, originality, markings, components and measurable characteristics, but it is not a seller's warranty or a substitute for a pre-purchase inspection. 7 6
| Decision | Evidence | Consequence |
|---|---|---|
| Seller and exporter | Owner or holder, identity and authority | The buyer is not automatically the export applicant 2 |
| Vehicle identity | VIN, original parts I and II, invoice or agreement | A discrepancy stops the purchase 2 |
| History and condition | Valid report, service history and inspection | Gaps remain a risk 7, 6 |
| Croatian registration | VIN-specific answer and conformity evidence | Additional requirements may apply 6 |
| VAT status | First use and mileage | NPS triggers a separate procedure 8 |
Arrange the Slovak export before travelling
Under Act No. 8/2009, in the text effective from 1 September 2026, the registered owner or holder submits the parts of the registration document, identification and other required documents, the foreign buyer's details and the existing plates to the police under the ordinary export branch. If the buyer is not present, check the branch requiring certified authorisation or an acquisition document and its statutory exceptions. The competent office must confirm who is lodging the actual application. 2
The ordinary branch requires an expert report from an originality check, KO, which is no more than 15 days old and has a fit or temporarily fit result accepted for export. Do not assume an exception for an unchanged holder or first registration; check it for the vehicle. A recently issued duplicate document is not a first registration. 2
On request, the police issue registration documents parts I and II in the foreign holder's name and a special V plate, for no more than 30 days from deregistration for export. A deregistered vehicle may be used in traffic only with the prescribed special number and plate. This does not prove recognition of the temporary registration or territorial insurance cover for the driver, dates and the entire selected route to Croatia; obtain confirmation for every country or choose transport by vehicle carrier. 2 3
| Method | Required | Limitation |
|---|---|---|
| Vehicle carrier | Quote, timing and cargo insurance | Price and availability subject to a quote 9 |
| Trailer | Permitted weights, insurance and route rules | Conditions depend on the equipment and route 9 |
| Driving with a V plate | Documents, plate and confirmed insurance | Up to 30 days does not guarantee recognition en route 2, 3 |
Determine VAT status using both criteria
For VAT purposes, a road vehicle is used only if more than six months have passed since its first use and it has travelled more than 6,000 km. It is a new means of transport (NPS) if its age is no more than six months or its mileage is no more than 6,000 km. 8
If both used-vehicle criteria are met, a private buyer generally does not pay additional Croatian VAT on the acquisition, but must check the seller, invoice and the standard or margin VAT scheme; PPMV and the other obligations remain. If the vehicle is an NPS, report the acquisition and pay Croatian VAT no later than 10 days from the acquisition evidenced by an invoice or agreement. Keep the proof for registration. This deadline is separate from both PPMV deadlines. 4 10
Complete the Croatian procedures in the right order
Complete the conformity assessment first, before PPMV, the roadworthiness test and first registration. Bring the vehicle, its foreign registration document and, as applicable, a certificate of conformity (CoC), manufacturer's confirmation or technical specification. Non-conformity may require further evidence, tests or modifications, or may lead to refusal. 6
For an M1 vehicle, the base fee for identification and determination of vehicle status is EUR 66.36. Issuing a manufacturer's confirmation or technical specification, if required, costs EUR 42.47. Both base amounts exclude VAT; the first also excludes possible examination costs, and neither includes additional tests, modifications or repairs. The amounts were checked on 14 September 2026 in the consolidated regulation through NN 150/2022. 11
As a rule, submit the PP-MV declaration within 15 days after the vehicle enters Croatia, together with the acquisition document, foreign registration document and conformity evidence. Service or receipt of a notice or decision from the Customs Administration starts a separate payment deadline of 15 days. Registration must wait until the procedure is complete and proof of payment is available. 4
The remaining PPMV for a used vehicle is based on the tax that would have applied when it was new and the applicable depreciation. The calculator requires the Croatian retail price of the same vehicle when new on the date of first registration, including customs duty, VAT and factory equipment but excluding PPMV — not the Slovak purchase, market or invoice price. The regulation currently specified is NN 156/2022. The table method does not take physical condition into account; a market assessment may include Croatian market data, an inspection, a record, an objection and an expert assessment at the buyer's expense. CO2, fuel, first-registration date, equipment, Croatian new-vehicle price and method therefore leave the amount unknown until it is calculated or determined. 4 12 13
Pure-electric vehicles, vehicles with CO2 emissions of 0 g/km and vehicles at least 30 years old that are officially classified as oldtimers are not subject to PPMV. A vehicle of the same age without official oldtimer status has a flat-rate PPMV of EUR 265.45. These are PPMV branches only; they do not remove any applicable obligations relating to NPS, conformity, the end-of-life vehicle fee, insurance, annual tax, inspection or registration. 12
For the end-of-life vehicle management fee, the private person bringing the vehicle into Croatia submits the details through the Register of Producers with Extended Responsibility (RPPO) and obtains proof of payment before registration. For a non-electric vehicle, deduct 75 kg for the driver and 40 kg for fuel from the official mass; for a pure-electric vehicle, deduct only 75 kg. Multiply the result by the rate of EUR 0.08/kg. The deductions are not the rate, and the amount depends on the official mass. 4 14 15
Arrange compulsory motor third-party liability insurance before using and registering the vehicle. Annual road motor tax depends on power in kW and age; passenger cars more than 10 years old are outside this tax branch, but the other obligations remain. 16 17
A foreign roadworthiness report may be recognised only if it was issued by an authorised body, shows that the vehicle passed and remains valid under Croatian intervals. The roadworthiness testing station (STP) may verify its authenticity, issuer and validity. When a Croatian roadworthiness test is required, it precedes the document and payment checks; Croatian plates are issued after entry in the register and the issue or validation of the registration certificate. 5 18
Keep the budget open
The purchase price, export, transport, insurance and most Croatian items depend on the vehicle or a quote. Do not add together alternative transport methods or tax branches, and do not invent a total while inputs are missing.

Frequently asked questions
What must I see before paying?
Match the physical VIN, original registration documents parts I and II, the owner or holder, the seller's authority and the invoice or agreement. Check the feasibility of Croatian registration in advance for the known VIN. 2, 6
Do ODO-Pass or AUTO-Pass prove the car's condition?
No. They show the available Slovak records, not the complete history, ownership or current condition. Validate the report, compare the service records and inspect the car separately. 7, 6
Who arranges the export and how old may the KO report be?
Under section 119, the registered owner or holder acts under the ordinary branch; if the buyer is absent, the authorisation or acquisition-document branch must be checked. The KO report must be acceptable and no more than 15 days old, unless a confirmed exception applies. 2
Does a V plate guarantee that I can drive to Croatia?
No. The period of up to 30 days from deregistration does not guarantee recognition of the plate or insurance throughout the route. Confirm the driver, dates and every country, or choose a vehicle carrier. 2, 3
Do I pay Croatian VAT on a registered car?
Both criteria are decisive: more than six months and more than 6,000 km. If either is at or below the threshold, report the acquisition as an NPS and pay VAT within 10 days of acquisition. Otherwise, check the invoice and VAT scheme. 8, 10
What is the Croatian sequence and total cost?
Complete the conformity assessment, the applicable NPS, PPMV and RPPO obligations, insurance, technical-condition checks and registration. PPMV, transport, insurance, inspection and registration depend on the vehicle or a quote, so there is no reliable total in advance. 4, 6, 5, 14
Official next step
If you have completed all applicable tax obligations, the RPPO fee, insurance, conformity and proof of technical condition, check the official first-registration procedure. The page does not guarantee acceptance or a single price. 5, 18, 19
