This guide is for an individual resident in Croatia who, as a private buyer, purchases a previously registered used M1 passenger car in Spain for personal use and brings it to Croatia.
The safest sequence is to complete the checks before paying a deposit, arrange how the car will be brought over before deregistration, and only then complete the Croatian obligations. Obtain a complete report from Spain's Directorate-General for Traffic (DGT), match the VIN and the administrative holder recorded by DGT against the original documents, and resolve every registered encumbrance. If, for self-driving, you cannot confirm in advance the recognition of temporary plates and territorial insurance cover in every country crossed, choose to transport the vehicle on a car transporter. Because Spain is a Member State of the European Union, in Croatia this is bringing a vehicle into the country from another EU Member State, not an import from a third country. 1 2 3
Check the seller, the car and any encumbrances before paying
The free reduced DGT report is not a substitute for the complete report. The complete report may show the administrative holder, ITV inspection history, mileage, previous owners, encumbrances, technical data, and recorded maintenance or recalls, but only to the extent that DGT holds the data. It is not an inspection of the car's actual mechanical condition. Compare the VIN on the vehicle, the report, the original registration document and the technical card, and check that the seller has authority to dispose of the vehicle. Once you know the VIN, ask an authorised representative of the manufacturer before purchase whether that model can be registered in Croatia. 1 4 5 6
Inspect signs of collision damage, corrosion, modifications, fitted parts and likely repairs. The later conformity assessment checks identity, originality, type-approval markings, parts and measurable parameters; it is not a seller's warranty or a substitute for an independent condition inspection. 5 7
| Decision | Evidence | Consequence |
|---|---|---|
| Seller and VIN | DGT, VIN and original documents | Do not pay unless authority is confirmed 1, 4 |
| Registered encumbrances | New DGT report after resolution | Resolve before export 8 |
| Condition and configuration | Inspection, modifications and VIN check | Assess additional work 5 |
| Tax branch | Seller, contract and tax treatment | Determines whether Model 620 applies 9 |
| Method of transport | Plates, driver, dates and insurance | Without confirmation, choose a car transporter 10, 2 |
A registered reserva de dominio does not disappear merely because the finance has been repaid. As a rule, you need confirmation of cancellation from the finance company, registration of the cancellation in the Registro de Bienes Muebles, and a new DGT report, unless the documented debt-assumption route applies. Embargo and precinto are not the same encumbrance: transfer with notification may be possible for some encumbrances, but a precinto prevents the issue of circulation permission until it is lifted. Resolve the exact entry before export. 8 4
Agree the purchase and determine the Spanish tax branch
In the sale document, identify the parties, vehicle and VIN, and obtain the original registration document, technical card, and invoice or sale and purchase agreement. Establish whether the seller is a dealer or a private individual and how the transaction is treated for tax purposes. 1 4 11
If the particular purchase falls within the state Model 620 branch for a taxable purchase of a used vehicle by a non-resident, the non-resident buyer is the taxpayer. The higher of the following is used as the tax base: the actual value or the value from the official tables after depreciation. The rate is 4% and the deadline is 30 working days from the contract date. Sales subject to VAT are outside this transfer-tax branch, while the exemption associated with a dealer has its own conditions. Therefore, determine applicability, the tax base and any exemption from the seller's actual status and the contract. 9
Deal with deregistration, plates and transport separately
Permanent deregistration to move the vehicle to another country and the issue of temporary green plates are two separate procedures. For the move to Croatia, complete DGT deregistration and retain the original registration document, technical card and proof of purchase. Green export plates are normally valid for 60 days and require prior export deregistration and a valid ITV; the holder or an authorised representative submits the application. Their issue alone does not prove that the plates will be recognised or that the insurance is valid for the entire journey. 4 10
| Option | Confirmation required | Limitation |
|---|---|---|
| Self-driving | Deregistration, ITV, plates, driver and insurance | 60 days does not prove recognition or journey cover 10, 2 |
| Transporting the vehicle on a car transporter | Quote, date, VIN and documents | The carrier confirms price and availability 11 |
For self-driving, check the exact temporary registration, driver, dates and territorial insurance cover in every country crossed. If any element remains unconfirmed, arrange a specialist vehicle carrier. For use and registration in Croatia, arrange Croatian compulsory motor third-party liability insurance; this is separate from the insurance and territorial cover needed for the journey from Spain. 2 12 11
In Croatia, keep VAT, conformity assessment and PPMV separate
For VAT purposes, a road vehicle is used only if both conditions are met: more than six months have passed since first use and the vehicle has travelled more than 6,000 km. A vehicle is a new means of transport (NPS) if no more than six months have passed since first use or the mileage does not exceed 6,000 km. For an NPS, a private buyer resident in Croatia must report the acquisition and pay Croatian value added tax (VAT) no later than ten days after the acquisition, evidenced by an invoice or contract, and retain the evidence for registration. When both used-vehicle criteria are met, additional Croatian VAT on the acquisition is generally not payable, but check the seller, invoice, and whether the ordinary or margin scheme applies. 13 14 15
Before special tax on motor vehicles (PPMV), the roadworthiness test and first registration, complete the individual-vehicle conformity assessment. Bring the vehicle, the foreign registration document and, as applicable, the certificate of conformity or CoC, the manufacturer's confirmation, or the technical specification. Non-compliance may require further evidence, testing or modification and may also result in refusal. 5 6
For a private buyer, the PP-MV declaration is generally due no later than 15 days after the vehicle enters Croatia. Attach proof of acquisition, the foreign registration document and proof of conformity. Service or receipt of the Customs Administration's notice or decision starts a separate payment period of 15 days; registration cannot be completed until the procedure is complete and proof of payment is available. 16 17 18
PPMV for a used M1 vehicle is calculated from the tax that would have applied when the vehicle was new and the corresponding depreciation. The starting point is the Croatian retail price of the same vehicle when new on the date of first registration, including customs duty, VAT and factory-fitted equipment but excluding PPMV — not the purchase price, market price or price on the Spanish invoice. Table-based depreciation does not take physical condition into account; a market valuation may include Croatian market data, an inspection, a record, an objection and an expert assessment at the buyer's expense. The amount therefore depends on CO2, fuel, date, equipment, value and the selected method, and the calculator is indicative; the current page refers to NN 156/2022. 16 19 20
A solely electrically powered vehicle, a vehicle with CO2 emissions of 0 g/km, and a vehicle manufactured at least 30 years ago that is formally classified as an oldtimer are not subject to PPMV. A vehicle manufactured at least 30 years ago that is not so classified is subject to a flat-rate PPMV of EUR 265.45. These are PPMV branches only; by themselves, they do not remove other applicable obligations. 16 19 21
Complete the fee, roadworthiness test and registration
For an M1 vehicle to which the end-of-life vehicle management fee applies, the private person bringing it into Croatia submits data through the Register of Producers with Extended Responsibility (RPPO) and obtains confirmation of payment before registration. For a non-electric vehicle, 75 kg for the driver and 40 kg for fuel are deducted from the official mass; for a fully electric vehicle, only 75 kg is deducted. The resulting mass is multiplied by the EUR 0.08/kg rate. The deductions are not the rate, and the final amount depends on the vehicle's official data. 16 22 23
A roadworthiness report from an EU Member State may serve as evidence of technical condition only if it was issued by an authorised station or body, the vehicle passed the inspection, and the document remains valid under Croatian inspection intervals. A Croatian station may verify authenticity, issuer and validity, so recognition is not automatic. If the competent Croatian station does not accept the report as evidence, a Croatian roadworthiness test is required; any required Croatian test takes place before the document and payment checks at the roadworthiness testing station (STP). After successful entry in the register and issue or validation of the registration certificate, registration plates are issued. 7 24 25
Annual tax on road motor vehicles at registration or renewal depends on engine power in kW and age. Passenger cars older than ten years do not pay this tax, but age does not remove other registration costs or obligations. 26

| Registration plates | To be determined | Issued after successful entry in the register and issue of the registration certificate 7, 25 |
| Annual road tax | To be determined | Based on kW and age; none after ten years 26 |
Do not add the amounts for alternative branches: a carrier is an alternative to self-driving, the general PPMV calculation and the flat rate for a qualifying older vehicle are mutually exclusive, and additional costs are conditional. Until you know the specific vehicle, contract, transport and quotes, a responsible grand total is not possible.

Frequently asked questions
What documents do I need before paying?
Obtain the complete DGT report, the invoice or contract, and the original registration document and technical card. Match the VIN and the administrative holder in the DGT record, and separately verify the seller's authority. 1, 4
Is repaying the finance enough for a reserva de dominio?
No. You need a document from the finance company, registered cancellation and a new DGT report, except where there is a documented assumption of debt. 8
Can I drive to Croatia on green plates?
Spanish green plates normally require prior permanent DGT export deregistration and a valid ITV. Before driving, confirm plate recognition, the driver, dates and territorial insurance in every country crossed; if anything remains unresolved, choose a specialist carrier. 10, 2
When does Croatian VAT arise for an NPS?
It is an NPS if no more than six months have passed since first use or the mileage does not exceed 6,000 km. Report the acquisition and pay VAT in Croatia within ten days of acquisition. 13
Are the PPMV filing and payment deadlines the same?
No. PP-MV must be filed within 15 days of entry; receipt or service of the decision starts a separate payment period of 15 days. 16
What is the total cost?
It cannot be determined without a vehicle and quotes. Keep the purchase, taxes, transport, insurance, PPMV, additional work, inspection and registration separate; do not add alternatives together. 20, 12
Next official step
If you have completed conformity assessment, taxes, fees, insurance and proof of roadworthiness, check the first-registration procedure of the Centre for Vehicles of Croatia. This does not guarantee acceptance or price. 7, 24, 25
