How to buy a used car in Luxembourg and bring it to Croatia

As a private buyer resident in Croatia, before paying a deposit, match the physical VIN, the owner and the original documents, establish whether the seller is a dealer or a private individual, check the vehicle's status for value added tax (VAT) purposes and choose how to transport it.

As a private buyer resident in Croatia, before paying a deposit, match the physical VIN, the owner and the original documents, establish whether the seller is a dealer or a private individual, check the vehicle's status for value added tax (VAT) purposes and choose how to transport it. 12 Because the car comes from a European Union Member State, this is the bringing of a vehicle into Croatia from another EU Member State. Import and customs clearance before the special tax on motor vehicles procedure apply to a third country, such as Switzerland, not to this Luxembourg route. 3

Deregistration, an export certificate and the old plates do not in themselves give you permission to drive. In Croatia, deal separately with conformity, any new means of transport (NPS) process, the special tax on motor vehicles (PPMV), end-of-life vehicle requirements, insurance, roadworthiness and registration.

Check the person, vehicle and tax status before paying

Conformity assessment and the roadworthiness test do not replace a pre-purchase inspection. Check the condition, modifications and possible repairs, and use the VIN to ask an authorised manufacturer representative whether the model can be registered in Croatia. The later procedure checks identity, originality, markings, components and measurable characteristics, but it is not a warranty from the seller. 456

Check the person, vehicle and tax status before paying
DecisionEvidence before paymentConsequence
Is the seller authorised and is the vehicle the same in all documents?Registered owner, physical VIN, original invoice or contract, and grey part I and yellow part IIDo not pay if they do not match 7, 4, 6
Is the vehicle used for VAT purposes?First use, mileage, seller status and the VAT scheme on the invoiceEither NPS threshold triggers a Croatian filing 8, 1, 9
Does the purchase make technical sense?Inspection of the condition and modifications, and a VIN check with an authorised representativeRepairs or conformity assessment may change the cost 4, 5, 6
Drive it or transport it as cargo?Confirmed plates, insurance and route, or a quote from a transport providerDeregistration and the certificate do not permit driving 7, 10, 11, 2

For VAT purposes, a vehicle is used only if more than six months have passed since its first use and it has travelled more than 6,000 km. An age of up to six months or mileage of up to 6,000 km means it is an NPS; the boundary values are included. 819

If both conditions are met, a private buyer generally does not pay additional Croatian VAT on the acquisition, but must check the seller and the standard or margin VAT scheme shown on the invoice. For an NPS, the buyer reports the acquisition and pays Croatian VAT no later than ten days after the acquisition evidenced by an invoice or contract, and keeps the confirmation for registration. This is not the PPMV deadline. 12819

Sale, deregistration and safe transport

Match the physical VIN against the original sale document and the grey part I and yellow part II of the registration certificate. The seller should be the last registered owner, and the document must identify the vehicle, seller and buyer. 7

A sale for export must be notified to the SNCA within five working days. Upon transfer, the old registration and conformity stickers cease to be valid, the seller removes the plates, and after deregistration the car may not be driven until it is registered again. 710

The seller may request an export certificate for a non-resident buyer; after deregistration, the buyer may request it using the original sale document or other proof of ownership. The certificate supports export and registration, but does not permit driving. 710

Sale, deregistration and safe transport
OptionWhat to arrangeLimitation
Vehicle transport on a car transporterA quote, collection and delivery locations, and the vehicle documentsPrice and availability must be confirmed 2, 13
Vehicle transport on a trailerA suitable trailer and the purchase and transport documentsDetermine the cost and feasibility before departure 2
Driving the vehicle yourselfTemporary registration, export plates and a policy from an authorised insurerConfirm recognition and cover for the driver, dates and route, and the SNCA processing site 11, 14, 13

A foreign resident may request temporary export registration if the last seller has an official Luxembourg address. For the specific application, confirm whether the buyer is eligible and whether the registration will be issued. The process requires a contract or invoice, insurance from an insurer authorised in Luxembourg, registration and physical export plates; validity ends at the end of the third month after the current month. The German SNCA page names Sandweiler only, while the French page names all three SNCA locations, so confirm the office before travelling. 1114

An issued registration and policy do not prove recognition of the plates or cover for the driver, vehicle, dates and every country on the route. Obtain confirmation for the entire journey or use a car transporter. 13112

The Croatian sequence: conformity, taxes and registration

Record the vehicle's entry into Croatia. Complete the conformity assessment before PPMV, roadworthiness testing and registration. Bring the vehicle, the foreign registration certificate and the applicable certificate of conformity (CoC), manufacturer's confirmation or technical specification. Non-conformity may require additional evidence, tests or modifications, or result in refusal. 45

The PP-MV declaration is generally due no later than 15 days after entry; it must be accompanied by the acquisition document, foreign registration certificate and conformity evidence. PPMV for a used M1 vehicle is based on the tax for a new vehicle and depreciation. The basis is not the foreign purchase price, market price or invoice price, but the Croatian retail price of the same vehicle when new on its first-registration date, including customs duty, VAT and factory equipment but excluding PPMV. The current page refers to NN 156/2022. 12151617

Table-based depreciation disregards physical condition; a market assessment may include Croatian market data, an inspection, a written record, an objection and an expert assessment at the buyer's expense. CO2, fuel, first registration, the Croatian new-vehicle price, equipment and method make the amount vehicle-specific. Service of the notice or decision starts a separate payment period of 15 days; registration cannot be completed without a completed procedure and proof of payment. 12161718

Pure-electric vehicles, vehicles emitting 0 g/km of CO2, and vehicles aged 30 or more years that are officially classified as oldtimers are not subject to PPMV. A vehicle of the same age without that status is subject to EUR 265.45. These branches do not remove other obligations. 121519

For an M1 vehicle subject to the end-of-life vehicle management fee, the private person bringing it into Croatia files through the Register of Producers with Extended Responsibility (RPPO) and obtains proof of payment before registration. Subtract 75 kg for the driver and 40 kg for fuel from the official mass of a non-electric vehicle, but only 75 kg for a pure-electric vehicle; multiply the remainder by EUR 0.08/kg. 12182021

Arrange compulsory motor third-party liability insurance before use and registration. The annual road motor tax depends on power in kW and age; vehicles more than ten years old do not pay this tax branch, but remain subject to other obligations. 2223

A foreign roadworthiness report may be valid if it was issued by an authorised body, confirms that the vehicle passed and remains valid under Croatian intervals. The roadworthiness testing station (STP) may verify its authenticity, issuer and validity. For a used vehicle, the test precedes the check of documents and payments; after entry in the register and the issue or validation of the registration certificate, the plates are issued. 62425

A budget without a false grand total

Do not add together the two transport branches. Most amounts depend on the vehicle or a quote, so a grand total cannot yet be responsibly determined. Any refund of Luxembourg road motor tax is conditional and applies to the seller; it is not a buyer's entitlement, an automatic reduction in the purchase price or a known amount. 7

Frequently asked questions

Which documents and details must I check before paying?

Compare the physical VIN with the original invoice or contract and the grey part I and yellow part II of the registration certificate. The document must identify the vehicle, buyer and seller; the seller should be the last registered owner. Establish the seller's status and use the VIN to check whether the vehicle can be registered. 7, 4, 6, 2

May I drive the car after deregistration if I have an export certificate?

No. After deregistration, the vehicle may not be driven until it is registered again. The export certificate supports export and subsequent registration, but does not permit driving. To drive, you need temporary export registration, plates and insurance confirmed for the route. 7, 10, 11, 13

When is a car treated as a used vehicle for Croatian VAT purposes?

When more than six months have passed since first use and the vehicle has travelled more than 6,000 km. An age of up to six months or mileage of up to 6,000 km means it is an NPS. For a used vehicle, additional Croatian VAT is generally not payable, but check the invoice, seller and VAT regime. 8, 1, 9

Which deadlines must I not confuse after the purchase?

For an NPS, the filing and Croatian VAT are due within ten days of acquisition. The PP-MV declaration is generally due within 15 days of entry into Croatia. Service of the notice or decision starts a separate period of 15 days for paying PPMV. Keep evidence of when each period starts. 12, 16, 8, 18

Does a Luxembourg roadworthiness report replace the Croatian roadworthiness test?

Not automatically. It may be valid if it was issued by an authorised body, confirms that the vehicle passed and remains valid under Croatian intervals. The Croatian station may verify its authenticity, issuer and validity. Conformity assessment is a separate procedure and does not prove mechanical condition. 4, 24

How do I choose between driving the vehicle myself and using a transport provider?

Drive only with confirmed temporary registration, plates and a policy covering the driver, vehicle, dates and entire route. The rules are not harmonised across the European Union. If anything is unconfirmed, request a quote for a car transporter or trailer. 11, 14, 13, 2

Official next step

If you have completed all obligations that apply to your vehicle — tax obligations, PPMV, conformity, RPPO, insurance and roadworthiness — check the official CVH checklist for first registration. The page does not set a universal cost or guarantee that the case will be accepted. 6, 24, 25
