How to buy a used car in Germany and bring it to Croatia

Before paying, check the seller, the vehicle identification number (VIN), the original documents and the car's condition; then arrange lawful transport and complete the Croatian steps in the correct order.

Before paying, check the seller, the vehicle identification number (VIN), the original documents and the car's condition; then arrange lawful transport and complete the Croatian steps in the correct order. This guide is for a private buyer resident in Croatia who buys a previously registered used M1 passenger car in Germany for personal use. This is bringing a vehicle into Croatia from another EU Member State, not a third-country import. 1

Check authority, VIN and condition before paying

Establish whether the seller is a dealer or a private individual and ask for the final invoice or sale and purchase agreement. The VIN on the vehicle must match the agreement and the original Zulassungsbescheinigung Teil I and Teil II. Check identity and authority: Teil II is required in the export procedure, but it does not prove that its holder owns the vehicle. 23 Using the VIN, ask an authorised representative in advance which conformity document is required for registration in Croatia. 45

Ask for the full Hauptuntersuchung (HU) roadworthiness test report and service records. HU is one layer of roadworthiness evidence, not a guarantee of the vehicle's history, current condition or repair costs. A separate physical inspection before purchase should check its condition, modifications and likely repairs; anything outside its scope remains not checked. 36 The later conformity assessment is not a substitute for that inspection either. 47

Value added tax (VAT)First use, mileage, seller and the final invoice or agreement. If no more than six months have passed since first use or the vehicle has travelled no more than 6,000 km, it is a new means of transport (NPS); report the acquisition and pay Croatian VAT no later than ten days after acquisition. 8, 9, 10

Transport must be valid for the entire journey

To drive the car yourself for permanent export, use the Ausfuhrkennzeichen procedure; deregistration alone is not permission to drive. The official Berlin example requires original documents, HU, the existing plates of a registered vehicle, export insurance and vehicle-tax arrangements. It states a validity period of 15 days to one year, depending on the policy and the authority's decision, with no driving after expiry; deregistration is handled as part of the export registration. Do not generalise its local requirements, office or prices. 23

Temporary registrations are not harmonised across the EU. Obtain written confirmation of plate recognition and insurance cover for the VIN, driver, dates and every transit country, or choose a vehicle transporter or trailer. 1112

In Croatia, each procedure remains separate

Conformity comes first. Bring the vehicle with its original foreign registration document and, as applicable, a certificate of conformity (CoC), manufacturer's confirmation or technical specification. Identity, originality, markings, parts and parameters are checked; additional evidence, tests, modifications or refusal may follow. 45 Article 48 sets a base fee of EUR 66.36 for an M1 vehicle, excluding VAT and any examination, while Article 49 sets a fee of EUR 42.47 excluding VAT if a manufacturer's confirmation or technical specification is issued. These amounts were checked on 14 September 2026 in the consolidated regulation through NN 150/2022; they are not the total cost. 13

VAT depends on two thresholds. For VAT purposes, the vehicle is used only if more than six months have passed since first use and it has travelled more than 6,000 km. If no more than six months have passed or it has travelled no more than 6,000 km, it is a new means of transport (NPS). 810 The acquisition of an NPS must be reported and Croatian VAT paid no later than ten days after acquisition, as evidenced by the invoice or agreement; retain the evidence for registration. 148 When both thresholds have been exceeded, additional Croatian VAT is generally not payable, but check the seller, invoice and the standard VAT or margin scheme. 910

The special tax on motor vehicles (PPMV) has separate filing and payment steps. As a rule, submit the PP-MV tax return with the purchase document, foreign registration document and conformity evidence to the customs office no later than 15 days after entry into Croatia. Service of the notice or decision starts a new payment period of 15 days; registration must wait until the procedure is complete and proof of payment is available. 141516

The amount for a used car is derived from the tax that applied when it was new and the applicable depreciation. The calculator basis is not the purchase price, but the Croatian retail price of the equivalent new vehicle on its first-registration date, including customs duty, VAT and factory-fitted equipment but excluding PPMV. CO2, fuel, equipment, the date and the method make the result vehicle-specific; the table method disregards condition, while the market method may include evidence from the Croatian used-vehicle market, an inspection and report, as well as an objection and expert assessment at the buyer's expense. The calculator is for information only. The Croatian Customs Administration page checked on 14 September 2026 identifies NN 156/2022 as the calculation regulation. 141718

A fully electric vehicle, a vehicle with CO2 emissions of 0 g/km, and a vehicle at least 30 years old that is formally classified as an oldtimer are not subject to PPMV. A vehicle of the same age without that status is subject to flat-rate PPMV of EUR 265.45. This does not remove the other obligations. 141719

The end-of-life vehicle management fee is calculated separately. Through the Register of Producers with Extended Responsibility (RPPO), the person bringing the vehicle into Croatia obtains a decision, pays and secures verification. From the official mass of a non-electric vehicle, deduct 75 kg for the driver and 40 kg for fuel; for a fully electric vehicle, deduct only 75 kg. Multiply the result by EUR 0.08/kg. 142021

Registration comes last. A German HU may be recognised only if it was issued by an authorised body, shows a pass and remains valid under Croatian time limits; the roadworthiness testing station (STP) may verify the document. 22 The used vehicle then completes the required roadworthiness step before the documents and payments are checked. Arrange compulsory motor third-party liability insurance before use and registration. Once the vehicle has been entered in the register and the registration certificate issued or validated, you receive the plates. 72324 The annual tax depends on kW and age; a passenger car more than ten years old is outside that tax branch, but the other obligations remain. 25

A budget without a false total

An unknown amount is not zero. Collect quotes and decisions item by item; do not add transport options or PPMV branches together, and do not publish a total while an applicable input is missing.

Frequently asked questions

Which documents do I need before paying?

Ask for the original Teil I and Teil II, an invoice or agreement and proof of authority. The VIN must match on the vehicle and documents. Teil II is required for export, but it does not prove ownership. Use the VIN to check whether the vehicle can be registered in Croatia. 2, 3, 4, 7

Does a valid HU mean that the car does not need a pre-purchase inspection?

No. HU is one layer of roadworthiness evidence, not a complete assessment of condition, history or repairs. Alongside the report and service records, arrange a physical inspection and mark inaccessible points as not checked. The conformity assessment is not a substitute either. 3, 6, 4

Can I simply drive the car to Croatia after it has been deregistered in Germany?

No. Deregistration is not permission to drive. For Ausfuhrkennzeichen, check the competent office, original documents, HU, tax and insurance. Separately confirm recognition and cover for the driver, dates and the entire journey; without confirmation, choose a vehicle transporter or trailer. 2, 3, 11, 12

Is a car with exactly 6,000 km or exactly six months treated as a used vehicle for tax purposes?

No. For tax purposes, a used vehicle must have travelled more than 6,000 km, and more than six months must have passed since first use. If either threshold has not been exceeded, it is an NPS; file the report and pay Croatian VAT no later than ten days after acquisition, and retain the evidence. 14, 8, 10

In what order should I deal with the Croatian procedures and deadlines?

Complete the conformity assessment first. Deal with the NPS separately. As a rule, submit PP-MV within 15 days after entry; service of the decision starts a separate payment period of 15 days. Then deal with the end-of-life vehicle fee, roadworthiness evidence, insurance and registration. Filing is neither proof of payment nor permission to drive. 14, 15, 16, 4, 7, 20

How much do bringing the car into Croatia and registration cost in total?

Without the VIN, official data, invoice and quotes, there is no reliable total. The known base fees are not the total cost. PPMV is not a percentage of the purchase price, and the end-of-life vehicle fee requires the official mass. Complete the applicable items and do not add alternatives together. 14, 18, 13, 21

Once all applicable tax, conformity, environmental, insurance and technical prerequisites have been met, check the official first-registration checklist with your chosen STP. The page does not guarantee acceptance or a total cost. 7, 22, 24
