How to buy a used car in Finland and bring it to Croatia

This guide is intended for a private individual resident in Croatia who buys a previously registered used M1 passenger car in Finland for personal use and brings it into Croatia.

This guide is intended for a private individual resident in Croatia who buys a previously registered used M1 passenger car in Finland for personal use and brings it into Croatia.

Before paying, check the seller, VIN, original documents and the car's actual condition. Only then choose a transport method for which you can prove the validity of the plates, permit and insurance throughout the journey. Because the vehicle comes from Finland, a Member State of the European Union, this is bringing a vehicle into Croatia from another EU Member State, not importing it and clearing it through customs from a third country. Unlike this Finnish route, a vehicle from Switzerland, as a third country, follows the import branch, in which customs clearance precedes the special tax on motor vehicles (PPMV). In Croatia, you deal separately with any applicable value added tax (VAT), conformity, PPMV, the end-of-life vehicle management fee, insurance, roadworthiness testing and registration. 1 2 3 4 5 6

Check the car and the seller's right to sell before paying

Run the Traficom check using the registration number or VIN. Technical data, inspections and vehicle tax data are available free of charge; paid-for data may cover ownership, inspections, insurance, deregistration or temporary decommissioning, and usage events. Coverage varies and dates back approximately to 1989, while personal data may identify only one previous owner who is a natural person; other records may be limited to the type and period. This is not a complete accident, mileage, service or mechanical history. 7

Separately inspect the condition, modifications and possible repairs. Match the VIN on the vehicle and documents, and ask an authorised representative of the manufacturer whether the vehicle with that VIN can be registered in Croatia. The later conformity assessment checks identity, originality, markings, parts and measurable characteristics; it is not a warranty or a substitute for a pre-purchase inspection. 3 8 6

Agree the sale and collect the original Finnish documents

Establish whether you are buying from a dealer or a private individual. Verify the seller's identity and sign two identical copies of the document. The seller must be the owner or have authority to sell; a financed vehicle requires the finance company's consent. All co-owners must consent, although one owner's signature may confirm the consent of the others. Collect the invoice or agreement and both parts of the registration certificate; Part I must be carried when driving abroad. 9 14

An electronic transfer notification requires the buyer to have a Finnish personal or business identifier. Without one, the seller can submit the notification at an inspection station or through their insurer after the sale and transfer date have been confirmed. Before buying, confirm the required documents, identification and deadline. 15

Choose transport only after checking its validity

Export registration requires motor liability insurance that is valid in Finland. A vehicle that has never been registered there requires a registration inspection, whereas a vehicle with an advance notification or previous Finnish registration does not. The plates are delivered to a Finnish address. The period of 1 to 30 days applies to the described branch for a temporarily decommissioned or other used unregistered vehicle, and the destination country's law may shorten it; it is not automatically available for every currently registered used vehicle. 11

A transfer permit is specific to the vehicle and purpose. It requires a permanent VIN, roadworthiness, payment of vehicle tax and additional tax, and valid or temporary motor liability insurance; a tax-use declaration is also required where applicable. It must begin within one week of the application. The limited arrangement names Denmark, Norway and Sweden, not Croatia; the journey must begin or end in Finland. Confirm the permit and insurance in every other country. Otherwise, choose lawful towing or transport the vehicle on a car transporter. 12 13 16

Driving with a transfer permitPurpose, VIN, roadworthiness, tax, start date and insurance throughout the journeyThe Nordic arrangement does not prove recognition in Croatia 12, 13
Lawful towing or transport on a car transporterQuote, delivery, cargo insurance and handoverFor a journey without a confirmed permit or insurance 11, 12, 13, 16

Keep the Croatian tax and registration steps separate

For VAT purposes, the vehicle is used only if both conditions are met: more than six months have passed since first use and it has travelled more than 6,000 km. If it is no more than six months old or has travelled no more than 6,000 km, it is a new means of transport (NPS). The private buyer must then report the acquisition and pay Croatian VAT no later than 10 days after the acquisition evidenced by the invoice or agreement, and retain the evidence for registration. When both used-vehicle criteria are met, additional Croatian VAT is generally not payable, but check the seller, invoice and the ordinary or margin scheme. 1 10 17

Complete the conformity assessment before PPMV, the roadworthiness test and first registration. Bring the vehicle, its foreign registration certificate and, as applicable, the certificate of conformity (CoC), manufacturer's confirmation or technical specification. Non-compliance may require further evidence, tests or modifications, and the application may be refused. The basic fees from NN 150/2022 were checked on 14 September 2026 and are not the total cost. 3 8 18

As a rule, submit the PP-MV declaration no later than 15 days after entry into Croatia, together with the purchase, registration and conformity documentation. Service of the notice or decision starts a separate payment deadline of 15 days; first registration is not possible until the procedure and payment have been completed. The electronic route is available only to a qualifying authenticated user and does not determine a universal amount. 19 20 21

The remaining PPMV is based on the tax for the same vehicle when new and the applicable depreciation. Do not enter the Finnish purchase price, market price or invoice price in the calculator. Instead, enter the Croatian retail price of the vehicle when new on the date of first registration, including customs duty, VAT and factory-fitted equipment but excluding PPMV. Table-based depreciation disregards physical condition; a market valuation may involve the Croatian market, an inspection, a record, an objection and an expert assessment at the buyer's expense. The amount depends on CO2, fuel, the date, equipment and method; the Customs Administration refers to NN 156/2022. 19 22 23

Pure-electric vehicles, vehicles with CO2 emissions of 0 g/km and vehicles at least 30 years old that are formally classified as oldtimers are not subject to PPMV. A vehicle of the same age without that status has a flat-rate PPMV of EUR 265.45. These branches do not remove other obligations. 19 22 24

For the end-of-life vehicle management fee, the private individual bringing the vehicle into Croatia submits data through the Register of Producers with Extended Responsibility (RPPO) and obtains confirmation of payment before registration. From the official mass of a non-electric vehicle, subtract 75 kg for the driver and 40 kg for fuel; for a pure-electric vehicle, subtract only 75 kg. Multiply the result by EUR 0.08/kg. 19 4 25

A roadworthiness report from another Member State of the European Union may serve as evidence of technical condition only if it was issued by an authorised body, shows that the vehicle passed the test and remains valid under Croatian inspection intervals. The roadworthiness testing station (STP) may verify its authenticity, issuer and validity. For a used vehicle, the Croatian test precedes the document and payment checks; after entry in the register and the issue or validation of the registration certificate, the registration plates are issued. Arrange compulsory insurance before use and registration. 6 26 5 27

The annual road motor tax payable upon registration or renewal depends on power in kW and age. A passenger car more than 10 years old does not pay this tax, but the other registration obligations remain. 28

Frequently asked questions

Which documents must I obtain from the Finnish seller?

Collect the invoice or agreement, two signed copies and both parts of the original Finnish registration certificate. Carry Part I outside Finland. Obtain evidence of the transfer notification. 9, 15, 14

How can I check whether the seller is entitled to sell the car?

Match the seller's identity to the ownership record or authority to sell. Confirm the consent of any co-owners and, for a financed vehicle, the finance company; the agreement does not replace that consent. 9

Is a Traficom VIN check sufficient?

No. It provides technical, tax, inspection and some historical data, but not a complete accident, mileage, service or mechanical history. Check the vehicle and its registration feasibility in Croatia separately. 7, 3

Can I simply drive the car using temporary Finnish plates?

No. Confirm the selected vehicle's exact registration or decommissioning status and its eligibility for export registration. The Finnish options have specific conditions, and the Nordic arrangement does not prove recognition in Croatia. Confirm the permit and insurance in every country on the route; otherwise, choose lawful towing or transport the vehicle on a car transporter. 11, 12, 13

Do I pay Croatian VAT if the car has already been registered?

Registration is not enough. More than six months must have passed since first use, and the mileage must exceed 6,000 km. Otherwise, the NPS procedure applies, with a deadline of 10 days. 1, 10, 17

How much do bringing the car into Croatia and registration cost in total?

No universal total has been confirmed. The stated basic fees and the special flat-rate PPMV are known. The purchase, standard PPMV, transport, insurance, tests, end-of-life vehicle management fee, roadworthiness test and registration require data or a quote. 23, 18, 6, 5, 25

Official next step

If you have completed the applicable obligations for NPS, conformity, PPMV, the RPPO fee, insurance and evidence of technical condition, check the first-registration procedure. The page does not guarantee acceptance or a total cost. 6, 26, 27
